Where and when does the injector begin construction? (Please move from - Resources and Examples)

I accidentally asked a question here (in the wrong forum):

Any chance it could be moved here?
My question is that I am reading the book currently and attempting to understand the Mosaic pure AS3 example. I can understand where the rules are being added but I don't understand where, when and why the Injector starts constructing the instances.
